What Is the MCS-150 Form and When Do You Need to File Your Biennial Update
The MCS-150 is the most commonly missed compliance deadline for new motor carriers -- which is unfortunate because it is also the simplest to comply with. The form is free, the filing takes 15 minutes online, and missing the deadline shuts down your operating authority. This guide explains what the MCS-150 is, when you have to file it, how to figure out your deadline, and what to do if you missed it.
What the MCS-150 is
The MCS-150 is the Motor Carrier Identification Report -- FMCSA's primary record of who you are and what you operate. It captures:
- Carrier legal name and DBA
- Principal place of business
- Operation classification (for-hire, private, exempt, etc.)
- Carrier operation (interstate, intrastate hazmat, intrastate non-hazmat)
- Cargo classification (general freight, household goods, hazmat, etc.)
- Number of vehicles operated by type
- Number of drivers
- Mileage in the past 12 months
- Hazmat classifications if applicable
When you file the MCS-150
Three triggers for filing:
Initial registration
When you apply for a USDOT number, the MCS-150 is part of that application.
Biennial update
Every two years under 49 CFR 390.19. The schedule is based on your USDOT number (see below).
Material change
Any change to your operation -- new address, new fleet size, new operating area, change of operation type -- requires an updated MCS-150 within 30 days of the change. This is in addition to the biennial update.
How to determine your biennial deadline
Under 49 CFR 390.19(b)(2), your biennial update schedule is determined by the last two digits of your USDOT number:
- The last digit of your USDOT number determines the year: even = even years, odd = odd years
- The second-to-last digit determines the month: 1 = January, 2 = February, 3 = March, 4 = April, 5 = May, 6 = June, 7 = July, 8 = August, 9 = September, 0 = October
Example: USDOT 3456789. Last digit is 9 (odd) -- update in odd years. Second-to-last digit is 8 -- update in August. So this carrier files MCS-150 in August of every odd year (2025, 2027, 2029).
Example: USDOT 2461034. Last digit is 4 (even) -- update in even years. Second-to-last digit is 3 -- update in March. So this carrier files in March of every even year (2026, 2028, 2030).
What happens if you miss the deadline
FMCSA does not send a warning letter before deactivating. If the biennial update is overdue, the USDOT number is flagged inactive in SAFER. Inactive status means:
- Brokers see the status and will not tender loads
- Shippers see the status and will not approve the carrier
- Insurance can be complicated -- some policies condition coverage on active authority
- Civil penalties for operating with inactive authority -- up to $1,000 per day
How to file the update
Log in to the FMCSA portal
You need a Login.gov account linked to your USDOT number. New carriers register at the FMCSA MOTUS registration system.
Locate the biennial update task
The portal will indicate whether an update is due.
Review and update every field
Confirm address, contact information, operation classification, cargo classification, fleet size, mileage, drivers. Update anything that has changed.
Submit
Confirmation is typically immediate. If your number was deactivated for an overdue MCS-150, the deactivation is typically lifted within 24 hours.
Material changes between biennial updates
You do not wait two years for the biennial cycle to update a material change. Material changes that require an interim MCS-150 filing within 30 days under 390.19:
- Change of legal name or DBA
- Change of principal place of business address
- Change in operation type (private to for-hire, etc.)
- Significant change in fleet size or driver count
- Adding or removing hazmat operations
- Adding or removing passenger operations
How to never miss the deadline
- Calendar your MCS-150 month and year as a recurring two-year event
- Set a 60-day advance reminder before the deadline month
- File at least 30 days before the deadline -- there is no penalty for early filing
- Use a compliance service that tracks the deadline for you
- Confirm the filing posted in SAFER within 7 days of filing
